Off Duty Virginia State Police Agent Fatally Shoots Intruder

An off duty Virginia State Police special agent fatally shot a man who allegedly attempted to break into his home in the Bay Colony neighborhood of Virginia Beach on August 24, 2025. The incident occurred around 11:45 a.m. when 40 year old John Gregory Conner reportedly tried to force his way through the front door of the agent's residence on Lee Road, according to multiple local news outlets including 13News Now and WAVY.

A physical confrontation ensued between the agent and Conner at the front door. During the struggle, the agent discharged his service weapon, striking Conner. Despite first aid efforts at the scene, Conner was pronounced dead. The agent sustained injuries during the confrontation and was transported to a local hospital, where authorities confirmed his injuries were not life threatening.

Investigation Handed To Bureau Of Criminal Investigation

The Virginia State Police Bureau of Criminal Investigation has taken over the case, which is standard protocol when a law enforcement officer is involved in a shooting. Per department policy, the agent has been placed on administrative leave while the review continues. Investigators have been collecting evidence and reviewing witness statements from the Bay Colony neighborhood, which is described as a quiet residential area in Virginia Beach.

According to reports from WTKR and 12 On Your Side, no prior connection between Conner and the agent has been identified by investigators. Authorities have not released the name of the agent involved in the shooting, citing the ongoing investigation. The lack of any known relationship between the two men has left neighbors and community members searching for answers about what motivated Conner to allegedly attempt the break in.

Community On Edge After Multiple Law Enforcement Shootings

This incident marked the second fatal shooting involving Virginia Beach law enforcement in 2025. Earlier in the year, two police officers were killed during a traffic stop in a separate incident that shook the entire region. The back to back tragedies have left the Virginia Beach community on edge and have reignited conversations about the dangers that law enforcement officers face both on and off duty.

Neighbors in the Bay Colony area expressed shock that such a violent incident occurred in their typically peaceful neighborhood. Several residents told local reporters that they heard the commotion but did not realize the severity of the situation until police vehicles flooded the street. The incident served as a stark reminder that threats can emerge anywhere, even in residential communities that rarely see serious crime.

Authorities Urge Anyone With Information To Come Forward

Officials are asking anyone with information about the incident or about John Gregory Conner's movements prior to the attempted break in to contact the Virginia State Police. The investigation remains active, and authorities have indicated that additional details may be released as the review progresses. For now, the community waits for answers while processing yet another act of violence that hit far too close to home.
